All Central Administrative Organizations are striving for the “2050 Carbon Neutrality” goal!
Participating Central Administrative Agencies, significantly expanded and discovered 30 new implementation tasks
- The Office for Government Policy Coordination held the 3rd Pan-Ministerial Task Force(T/F) meeting to implement the 「2050 Carbon Neutrality Promotion Strategy」
- Koo Yun-cheol, Minister for Government Policy Coordination, states that “2020 carbon neutrality is a long-term project for society, and various efforts will be made to change the perception and lifestyle of the entire society”
□ The Office for Government Policy Coordination (hereinafter referred to as the Office for Government Policy Coordination) held the 3rd Pan-Ministerial Task Force(T/F) meeting* presided over by Koo Yun-cheol, Minister for Government Policy Coordination to promote “2050 Carbon Neutrality” without any setbacks.
* March 31(Wednesday) 4:00 PM (video-conference between Seoul-Sejong-Daejeon Government Complexes), 45 Central Administrative Agencies including the Ministry of Economy and Finance, Ministry of Education, Ministry of Science and ICT, Ministry of Trade, Industry and Energy, Ministry of Environment, and Ministry of Land, Infrastructure and Transport attended.
ㅇ At this meeting, the scope of participation was expanded from 16 Ministries to all Central Administrative Agencies, and 30 implementation tasks (22 Ministries) related to the 「Carbon Neutral Promotion Strategy」were newly identified.
□ The following are the Agenda items for the meeting : ①「2050 Carbon Neutrality」Scenarios; ② Public awareness promotion on issues related to the 「2050 Carbon Neutrality」initiative ; ③ Review of the tasks that were completed in the first quarter under the 「2050 Carbon Neutrality Promotion Strategy」; and ④ new tasks identified.
ㅇ The tasks completed in the first quarter* were aimed at establishing a core technology development roadmap for carbon neutrality and a foundation for green finance. Follow-up measures such as communication with stakeholders for continuous implementation of the policy were also discussed.
* ① Climate risk management and supervision implementation plan (Financial Services Commission), ② Draft for best practices for green finance in the finance sector (Financial Services Commission), ③ Establishment of carbon-neutral technological innovation promotion strategy (Ministry of Science and ICT), ④ Directions in carbon-neutrality R&D investment (Ministry of Science and ICT)
ㅇ Additionally, the Task Force discussed potential cooperation strategies regarding the 30 newly suggested tasks* by 22 Central Administrative Agencies that did not previously participate in the current Pan-Ministerial Task Force(T/F).
* ① Improvement of energy efficiency in military buildings, expansion of the introduction of new and renewable energy and eco-friendly vehicles (Ministry of National Defense), ② Expansion of eco-friendly police vehicles and establishment of charging infrastructure (National Police Agency), ③ Expansion of procurement of novel carbon-neutral products (Public Procurement Service), etc.
ㅇ At the same time, the Task Force(T/F) explored ways to effectively collaborate in publicizing carbon-neutrality strategies and related policies.
□ Koo Yun-cheol, Minister for Government Policy Coordination, said that, “2050 carbon neutrality” is a goal that can only be achieved by changing the lifestyles of all members of society.”
ㅇ “First of all, we need to break down the boundaries between Ministries in the public sector in our efforts to promote carbon neutrality. Those efforts include: improving building energy operation efficiency; supplying new and renewable energy; expanding the introduction of eco-friendly vehicles; continuously discovering and complementing implementation tasks; and actively promoting these initiatives so that these changes become widely adopted in our society.”
ㅇ Additionally, Minister Koo asked the Ministries that had newly participated in the Task Force(T/F) meeting to “refer to the (benchmark) carbon-neutrality implementation tasks of the relevant Ministries and strive to continuously discover new implementation tasks.”
ㅇ Furthermore, he said that “the public awareness of the need to respond to climate change is high; however, the general public lacks an understanding of and participation in the carbon-neutrality policy itself.” He also emphasized the importance of laying a good foundation for implementing the policies by using “key events*” such as a bottom-up pan-national campaigns that can jointly promote social change. ”
