△ Korea’s Framework Act on Carbon Neutrality and Green Growth is scheduled to come into effect (March, 2022);△ Promotion of the 2050 carbon neutrality plan to the climate Commissions and Committees of approximately 20 countries
- Since joining the International Climate Councils Network (ICCN) in September, 2021, the 2050 Carbon Neutrality Commission has maintained close communication and cooperation with many countries including the UK Climate Change Committee(CCC)
- In 2022, Canada, France, and Guatemala, the Chair countries of the International Climate Councils Network(ICCN), gave a positive evaluation of various activities of the “2050 Carbon Neutrality Commission” and called for active future cooperation
□ Yun Sun-Jin, Co-Chairperson of the 「2050 Carbon Neutrality Commission」, participated in the first full video conference* of the International Climate Councils Network(ICCN), held on January 20, 2022(Thursday) from 00:00 to 01:00(Korea time, Wednesday, January 19, 10:00-11:00 Canada time), and exchanged views on various issues including ▵“2050 Carbon Neutrality” implementation circumstance such as Korea’s “Framework Act on Carbon Neutrality and Green Growth(FACNGG)” scheduled to come into effect, ▵ plans of the “2050 Carbon Neutrality Commission”, and ▵ willingness and plans of the “2050 Carbon Neutrality Commission” to actively participate in the International Climate Councils Network(ICCN) activities.
* The International Climate Councils Network(ICCN) has held a total of two plenary meetings since its establishment in May 2021 (The first Plenary Meeting taking place in May 2021, the second Plenary Meeting in September 2021)
※ The International Climate Councils Network(ICCN) was chaired by the UK Climate Change Committee(CCC) in 2021, followed by Canada, France, and Guatemala in 2022. This plenary session was presided by the Canadian Institute for Climate Choices.

ㅇ Prior to the start of this video-conference, Co-Chairperson Yun Sun-Jin, said that since the 「2050 Carbon Neutrality Commission」 joined the International Climate Councils Network(ICCN) in September 2021, it has strengthened communication and cooperation with each country’ in response to climate change and has promoted carbon neutrality through diplomatic efforts such as ▵holding a video conference with the UK Climate Change Committee(CCC) and▵bilateral meetings with climate Commissions and Committees such as the UK, Chile and France on the margin of the COP26.
ㅇ Furthermore, Co-Chairperson Yun Sun-Jin, said that 2022 is the year, in which Korea’s “2050 carbon neutrality” journey begins in earnest, with the 'Framework Act on Carbon Neutrality and Green Growth(FACNGG)' scheduled to come into effect in March of this year, and asked the climate Commissions and Committees within the International Climate Councils Network(ICCN) to support for the activities of the 「2050 Carbon Neutrality Commission」 in year 2022.
□ This video conference is the first video conference of the International Climate Councils Network(ICCN) in 2022, and was held with the participation of the climate Commissions and Committees of approximately 20 countries including Korea, the United Kingdom, Canada, Denmark, and the Philippines. Additionally, the ▵International Climate Councils Network(ICCN) discussed the ICCN 2022 Strategy, and adopted the Terms of Reference(ToR).
※ The following are the main contents of the International Climate Councils Network (ICCN) Proposed Strategy for 2022:▵Hold at least two plenary meetings in 2022 (next meeting scheduled to be held in April 2022);▵Will launch the ICCN website in the first half of 2022 and strengthen the network between climate Commissions and Committees in each country; ▵In preparation for the UNFCCC COP27 and COP28, the ICCN will strengthen the connection with various regions including Africa and the Middle East, among others.

□ This year, the International Climate Councils Network(ICCN), chaired by the Canadian Institute for Climate Choices, mentioned that since the establishment of the ICCN in January 21, approximately 20 countries have joined the network, and various achievements have been made. Additionally, it was mentioned that cooperation with international climate change organizations such as the IPCC and UNFCCC will be expanded in 2022 and the activities of the ICCN will be further strengthened.
ㅇ In preparation for COP27 to be held in Egypt this year, the ICCN plans to strengthen regional group activities such as expanding cooperation with Africa and the Middle East, and small group meetings on a variety of topics (mitigation, energy, carbon markets, trade, just transition, etc.) will be conducted.
ㅇ Additionally, considering that the demand for a just transition is constantly being raised while course of responding to the climate crisis and promoting carbon neutrality, the ICCN stressed that in addition to areas such as mitigation and adaptation, each country's climate Commissions and Committees should strengthen their research and advisory functions in the context of just transition.
□ After the establishment of the 「2050 Carbon Neutrality Commission」 in May, 2021, Co-Chairperson Yun Sun-Jin, said that the 2050 Carbon Neutrality Commission laid the foundation for Korea’s “2050 Carbon Neutrality” promotion by announcing the ▵2050 Carbon Neutrality Scenarios and reviewed the enhanced 2030 Nationally Determined Contributions(2030 NDC). In 2022, the 2050 Carbon Neutrality Commission will seek ways to achieve this goal, such as preparing a concrete implementation plan, and requested the climate Commissions and Committees in each country to pay attention and share their best practices.
ㅇ Moreover, Co-Chairperson Yun emphasized the need to strengthen policy studies and internal discussions on a just transition in the course of the activities of the International Climate Councils Network(ICCN) in 2022, and said that the 「2050 Carbon Neutrality Commission」 is making various efforts to promote just transition and social dialogue in the process of promoting “2050 Carbon Neutrality” in Korea.
□ Today's video-conference is the first plenary meeting with the International Climate Councils Network(ICCN) members held in 2022, and was widely believed to have contributed to strengthening of communication and cooperation with climate Commissions and Committees of each country to respond to the global climate crisis.
