Operation Principle
The Commission activities were written based on the Detailed Rules on the Operation of the Presidential Commission on Carbon Neutrality 2050,
under the Article 14 of the Regulations on the Establishment and Operation of the Presidential Commission on 2050 Carbon Neutrality (May 4, 2021).

Sub-Commissions
Operation of Sub-Commissions
- The Sub-Commission consists of no more than 15 appointed members, including the Chairperson of the Sub-Commission (hereinafter referred to as the “Sub-Commission Chairperson”). The Sub-Commission Chairperson shall decide on government members who will participate in meetings, depending on the meeting's agenda, no later than 10 days prior to the meeting.
- The number of government members participating in a meeting under the later part of paragraph 2 shall not exceed 1/2 of the number of appointed members of the Sub-Commission.
- A Sub-Commission has one assistant administrator who is appointed by the Sub-Commission Chairperson.
Sub-Commission Meetings
- A Sub-Commission meeting is summoned by the Sub-Commission Chairperson.
- A Sub-Commission meeting is held with the majority of its members (referring to the appointed members and government members whose attendance at the meeting is determined by the Sub-Commission Chairperson under Article 8, Paragraph 2) in attendance and resolved by a majority vote of the aforementioned attendants.
- For government members, he/she may allow a high-ranking government official to attend a Sub-Commission meeting as a substitute on his/her behalf. In such a case, a government official who attends as a substitute has the right to vote.
- For an appointed member who represents a group, an employee of the group delegated by the appointed member may attend a Sub-Commission meeting on behalf of the member, when deemed necessary by the Sub-Commission Chairperson. In such a case, the relevant member's power of attorney must be submitted to the Sub-Commission Chairperson prior to the meeting. Additionally, the member's written resolution shall also be submitted with regards to the matters that require a resolution.
- The meeting of the Sub-Commission shall disclose such documents. The documents may not be disclosed as a decision of the Sub-Commission where it is deemed necessary by the Sub-Commission Chairperson for protection of public interest or other reasons.
- The head, an official of a central administrative agency, a person of interest, etc. that is related to an agenda to be deliberated on, may attend and speak at the meeting of the Sub-Commission.
- The Sub-Commission Chairperson shall report the deliberation results and other activities to the General Planning Commission.
Operation of the
General Planning
Commission
- The General Planning Commission consists of the Chairperson of the appointed members (hereinafter referred to as the “Chairperson of the Appointed Members”), the chairpersons and assistant administrators of the Sub-Commissions, and the assistant administrator of the Presidential Commission.
- A meeting of the General Planning Commission is summoned by the Chairpersons of the Appointed Members.
- Regarding matters reported under Article 9, Paragraph 7, if necessary, the General Planning Committee may take the opinions of other Sub-Commissions into account or introduce an agenda to a Commission meeting.
Operation of the
Experts Commission
- If necessary, the Sub-Commissions may form an Experts Commission, to review an agenda from the perspective of experts. In such a case, the Experts Commission operates until the agenda review is terminated.
- The Commission may organize and operate a consultation body by sector, to collect diverse opinions on a major agenda from the industrial circles, labor, environment, local governments, youth, civil society, etc. and build consensus on policies.
