President Moon Jae-in attended the 7th Korea-Japan-China summit at the State Guest House in Tokyo, Japan together with Japanese Prime Minister Shinzo Abe and Chinese Premier Li Keqiang. During the hour-and-fifteen-minute summit that started at 10 o’clock this morning, the three leaders discussed how to promote substantive cooperation among the three nations. They also exchanged ideas on the latest developments in key regions, including the Korean Peninsula, and the rest of the international community.
At today’s summit, President Moon explained to the other participating leaders that the recent inter-Korean summit enabled him to confirm with Chairman of the State Affair Commission Kim Jong Un the goal of complete denuclearization and the realization of a nuclear-free Korean Peninsula. The President also expounded on the adoption of the Panmunjeom Declaration that details implementation measures for the complete denuclearization of the Korean Peninsula, the settlement of permanent peace and the enhancement of inter-Korean relations.
President Moon expressed the hope that the achievements of the inter-Korean summit would be able to pave the way for the success of the North Korea-United States summit and dialogue between the North and the international community, thereby helping dissolve the Cold War-like confrontation on the Korean Peninsula and opening a new chapter in history on peace and prosperity on the Peninsula as well as in Northeast Asia and the rest of the world. In the process, the President added, Korea would remain committed to continuing strategic communication and cooperation with Japan and China.
In particular, President Moon said that he was able to reconfirm Chairman Kim's will for complete denuclearization through a long heart-to-heart dialogue. The President added that the North's announcement that it would transparently disclose the dismantlement of its nuclear test site in Punggye-ri to the international community constituted a clear demonstration of the North's commitment to the success of the North Korea-U.S. summit.
Congratulating President Moon on and welcoming the success of the inter-Korean summit, Prime Minister Abe and Premier Li said that Japan and China would also strive to constructively contribute to peace and stability on the Korean Peninsula.
The three leaders adopted a special statement on the inter-Korean summit, in which they welcomed the confirmation of the goal of complete denuclearization through the Panmunjeom Declaration. In addition, they hoped for the successful conclusion of the North Korea-U.S. summit and made clear that the three countries would continue to work together to ensure that the success of the inter-Korean summit would contribute to peace and stability in Northeast Asia.
The three leaders reached an agreement to expand substantive cooperation so that people in the three countries could feel the actual impact. In particular, they agreed to continue to cooperate on concrete and substantive projects to resolve air pollution problems such as fine dust and deal with infectious diseases and chronic illnesses. In addition, they agreed to pursue policy cooperation in response to the aging of their populations as well as cooperation concerning LNG and ICT.
The three leaders agreed to make joint efforts to reach the goal of increasing people-to-people exchanges among the three nations to over 30 million by 2020 and further boost various youth exchange projects, including the CAMPUS Asia Program.
By utilizing the opportunity rising from three Olympics in a series in Northeast Asia, beginning with the PyeongChang 2018 Olympic and Paralympic Winter Games last February, followed by the 2020 Tokyo Summer Olympics and the 2022 Beijing Winter Olympics, they agreed to expand people-to-people interaction as well as exchanges in culture and sports.
In addition, the three leaders reaffirmed their determination to regularize the summit in a bid to develop the three-way cooperation in a more substantive and stable manner. They also decided to expand the role of the Trilateral Cooperation Secretariat (TCS) and to increase support for it. The three leaders agreed to hold the next trilateral summit in China.
The three countries adopted a joint declaration that stipulates the promotion of three-way exchanges and cooperation as well as enhanced, combined collaboration on regional and international developments.
