Opening Remarks by President Moon Jae-in at National Security Council Meeting on 2019 Ulchi Taegeuk Exercise

A joint private-public-military exercise for national crisis countermeasures and wartime preparations is taking place for the first time since 2017.
The Ulchi Taegeuk Exercise that starts from this year has been newly designed in line with a sea change in circumstances on the Korean Peninsula over the past two years and the trends of the times when the security paradigm is expanding toward comprehensive security.
Taking it a step further, a national crisis response drill to cope with a large-scale multi-crisis situation has been added to the Ulchi Exercise that had focused on wartime preparations. The military-preparedness drill has also been linked to the Taegeuk Exercise, conducted exclusively by our armed forces before, so that wartime preparation capabilities on the national level can be checked across the board.
As the master of the Korean Peninsula’s destiny, my Administration has made ceaseless efforts to establish peace on the Korean Peninsula through dialogue while consistently upholding the principle of peace.
As a consequence, the situation on the Korean Peninsula has changed significantly. The resolve of the leaders of both Koreas and the United States set in motion a peace process that seeks fundamental changes in the security situation on the Peninsula and helped alleviate military tension between South and North Korea. The situation has now progressed to an extent that allows our people to hike on “DMZ peace trails.”
As long as the option stands before us, we'll never cease our journey toward peace. We'll overcome all kinds of hardships, thereby ushering in a new era on the Korean Peninsula without fail.
In the course of our voyage toward peace, an impenetrable national security readiness must be in place at all times. We must build robust defense capabilities and prepare a readiness posture against a military crisis situation and state of national emergency that could happen at any time under any circumstances.
A self-reliant national defense is a steadfast goal that we have to pursue as an independent nation regardless of changes in the state of affairs. We have to see to it that this exercise, which for the first time combines the Ulchi and Taegeuk drills, serves as an opportunity to prepare for wartime control transfer going forward and firmly strengthens our self-reliant national defense capabilities.
I urge you to work together to ensure that the Ulchi Taegeuk Exercise will become an effective drill that helps the people, the Government and the armed forces unite and build capabilities to efficiently respond to a national crisis and that ultimately safeguards peace on the Korean Peninsula and the safety of the people.
