We are now pushing for a grand shift in the economic paradigm with income-driven growth, innovative growth and a fair economy as the fulcrum. The socio-economic divide found in the current structure can never guarantee sustainable growth. Change is not a matter of choice but a matter of survival. The Government will mobilize all available policy prescriptions to transform the structure and fundamentals of the Korean economy by all means and maximize growth potential.

In the process of the structural transformation of the economy, micro-business owners, small sole proprietors and young people are suffering considerably. Poverty among the elderly is also serious in this era of rapid aging.   

The role of public organizations, which act as bridges between the public and private sectors, is very important. Recently, public corporations in the financial sector have taken the lead in increasing export insurance for small and medium-sized enterprises and mid-market companies and expanding programs to support the vulnerable in society to help them start a business again and stand on their own feet. It is truly welcoming news. I hope you will pay more attention to what the people have to say and play an even greater role in reducing the difficulties that they face.  

Moreover, public institutions should prime the pump for innovative growth. Support for and investment in new energy industries, smart farms and smart cities need to be expanded further. I hope that you will actively consider ways to contribute to establishing an ecosystem for innovation through the sharing of data, facilities and equipment under the control of public institutions. 

The Government will renew its stance. The autonomy of each public institution will be guaranteed as much as possible so that they can freely take on challenges and innovate.
