President Moon Jae-in convened an emergency meeting of the National Security Council (NSC) at 8 a.m. on Sept. 15, about one hour after North Korea launched another ballistic missile at 6:58 a.m.
In the NSC meeting, the president discussed with his top aides how to stop further provocations from the regime.
President Moon strongly condemned the fact that the North had carried out yet another missile test, despite the U.N. Security Council’s unanimously adopting Resolution No. 2375 and the international community’s combined warnings. “Such constant provocations will only isolate the regime from the world, both diplomatically and economically,” the president said.
President Moon ordered his administration to take all possible diplomatic steps alongside the international community to make the North give up its nuclear weapons and missiles. He called on the Korean military to, “Come up with solid measures to respond to the growing threats from the North in an effective manner, based on the solid Korea-U.S. combined defense readiness.”

Finally, President Moon asked his top aides to seek out ways to strengthen global cooperation on dealing with North Korean issues, and, also, to concentrate all their energy so as to thoroughly implement U.N. Security Council resolutions. The president ordered that new types of threats, like electromagnetic pulse (EMP) weapons and chemical and biological weapons, should be carefully and thoroughly considered, as well.
