President Moon Jae-in held talks with Chinese Premier Li Keqiang in Manila on Nov. 13, quoting an old Chinese saying that, “Spring can be said to have come when not one but all flowers bloom.”
He made these remarks in the hopes that Korea and China could restore and develop bilateral ties across all areas of mutual interest as quickly as possible.
“The bilateral talks we have here today will hopefully serve to create rich soil where all types of flowers -- all types of practical cooperation between the two countries -- can bloom. We should work together to make the people of Seoul and Shanghai feel that a ‘true spring’ has come in our relationship, by making flowers of all shapes and all colors bloom across various areas, such as politics, business, the arts, heritage, tourism and people-to-people exchanges,” President Moon stressed.
Noting that even countries sometimes, “Take one step backward in order to take nine steps forward,” the president went on to say that, “Only if we together turn what we’ve missed out on due to our strained relationship over the past few years into a chance, and if we muster wisdom together, will our strategic cooperative partnership be able to grow substantially very soon.”

The Chinese premier responded that, “As bilateral ties develop, we will have to face more concrete and sensitive issues. However, the outlook for our practical cooperation is bright.”
“As the compatibility between Korea and China is so strong, I can guarantee a bright future for our ties. Although both countries have gone through twists and turns in the relationship over the past few years, the cold winter has passed and a warm spring has now come. A new horizon will open for our bilateral relations,” he said.
