President Moon Jae-in holds a 40-minute phone call starting at 4 p.m. on April 24 with Japanese Prime Minister Shinzo Abe to discuss issues involving the Korean Peninsula, including the upcoming 2018 Inter-Korean Summit. (Cheong Wa Dae)

President Moon Jae-in and Japanese Prime Minister Shinzo Abe agreed that the success of the 2018 Inter-Korean Summit and the summit between Washington and Pyeongyang would help normalize Tokyo-Pyeongyang ties.
In a phone call on April 24 with the Japanese leader, President Moon said, “The success of the Inter-Korean Summit will help not only the success of the summit between the U.S. and North Korea. It will also offer an opportunity to fundamentally resolve many issues involving relations between Japan and North Korea.”
Prime Minister Abe said that, “The success of the Inter-Korean Summit and the summit between Washington and Pyeongyang will help Japan and North Korea engage in dialogue in a natural manner.”
“If that is the case, Tokyo and Pyeongyang would be able to put past issues involving the two sides behind and naturally normalize ties,” said the Japanese leader.
When questioned about prospects for a declaration of an end to war and a peace treaty coming from the upcoming summit, President Moon said, “The declaration of an end to war cannot be made through dialogue between the two Koreas. It can only be possible when South and North Korea and the U.S. reach a trilateral agreement.”
“I will closely work with the U.S. in order to meet necessary conditions, and will also work with Prime Minister Abe,” President Moon said.
Meanwhile, Prime Minister Abe outlined for President Moon the results of the U.S.-Japan summit that took place on April 17 and 18. The Japanese prime minister asked President Moon to raise the issue of abducted people in the Inter-Korean Summit, and explained that President Trump vowed to do his best to raise the abduction issue when he holds summit talks with North Korea.
President Moon responded to his Japanese counterpart by saying that he “has already tried to raise the issue whenever possible,” and that he “would tell Chairman Kim Jong Un that solving the abduction issue of Japanese citizens would help establish peace in Northeast Asia.”
