존경하는 대통령님에게,
안녕하세요,

Dear Mr. President,

이번 3월 경기도에서 민주주의 공화국 대한민국에서 삶의 터전으로 삼은 경기도 외국인 주민들에 대해서 코로나 검사 행정명령이 떨어졌습니다. 최근 외국인들을의 코로나 양성 집단 결과가 있는 부분도 이해하고 있으며 그로 인하여서 어려움이 있는줄도 압니다.

There was a mandatory policy against the foreign workers whom chose to live and work in the Republic of Korea to be tested for COVID. I fully recognize that there were mass cases that caused from couple places where the foreigners live and work in Gyeonggi Province.

허나, 그로 인하여서 경기도에서 거주하는 모든 외국인들을 대상으로 코로나 검사 행정명령을 한다는 것은 저희가 지켜온 헌법에 어긋난 것이며 외국인들을 향한 배려와 인권 보호도 생각하지 않을수 없습니다.
Yet, forcing the foreigners to be tested mandatorily is against the laws that uphold and honor. It is against the human rights of the foreign workers and there is absolute no considerations for their safety.

(헌법 2장 제10조 모든 국민은 인간으로서의 존엄과 가치를 가지며, 행복을 추구할 권리를 가진다. 국가는 개인이 가지는 불가침의 기본적 인권을 확인하고 이를 보장할 의무를 진다.)
(Korean constitution Chapter 2, 10-states that all citizens have the dignity and value as a human, have the right to pursue happiness. The Republic is accountable against any harm against the human rights)

우리 나라는 법으로 세워지고 다시려지는 나라 입니다. 그로 인하여서 온 국민이 인간으로서 존엄과 그 가치를 가지고 행복하게 살길 원하다고 합니다. 이 땅에 그 행복과 법의 보호를 위해서 온 많은 외국인들의 존엄과 그 행복의 가치는 이 행정명령에서 어디에도 찾아볼수 없습니다.
Our Republic was established and constituted by the laws. Through it, all citizens have the rights as humans and have the right to pursue happiness. However, I cannot find any excuse or premise in our laws to have this mandatory testing for the foreign workers.

경기도에서 어떻게 한 특정한 그룹을 향해서 이런 조치를 내린다는것은 우리나라의 헌법의 어긋난 명령이라고 생각이 듭니다.
I solely think this is against the constitution that we upload and value.

(제11조 ① 모든 국민은 법 앞에 평등하다. 누구든지 성별·종교 또는 사회적 신분에 의하여 정치적·경제적·사회적·문화적 생활의 모든 영역에 있어서 차별을 받지 아니한다.)
the chapter 11 states that we citizens are equal in the face of the law. No one can be discriminated in all aspects.

저희 헌법에 2장 11조는 모든 국민은 법 앞에서 평등하다고 합니다. 그리고 생활의 모든 영역에 있어서 차별하지 않겠다고 합니다. 오직 합법적으로 우리나라의 국민이 아니라고 해서 어떻게 소수들인 이 외국인들을 향해서 이렇게 차별할수 있는 것입니까?
This constitution promises that we are all equal and should be treated fairly by the laws. Only because the foreigners are aliens by the law, and they are not lawful citizens of the Republic, how can we treat them as such?

국민들의 보호를 위해서라고 하실수도 있겠지요. 하지만 그들도 이곳에서 코로나 사태 가운데 함께 먹고 자고 일상의 전투를 함께 하신 분들입니다. 법적으로 신분이 다르다고 해서 다른 취급을 받는것이 마땅한 일인지 모르겠습니다.
One might say it is for the safety of all citizens. But, these are the people that came to this Republic to search for a life and happiness. I cannot fathom how can they be treated because of their different status.

Mr. President, I deeply urge you to take a look at this matter with all due respect.
